Create a more reliable and thorough record of plenary sessions to ensure that delegates (especially new ones) are better informed and prepared for future sessions by having a better understanding of previous sessions.

Specifically, the goal is to make an audio record of plenary sessions at PM 2010, congress 2011 and PM 2011 and let council decide at congress 2012 if this is an efficient method to help delegates be better informed and better prepared for plenary to the point that it justifies the extra work.
